Based on the literature review about entrepreneurial learning and experience learning theories, and the practice of entrepreneurial education, this paper defines the entrepreneurial learning for college students and its structure. Semi-structured interviews and questionnaire surveys were carried out to develop the measurement scale. The results show that: the concept of entrepreneurial learning for college students can be divided into four dimensions, thus entrepreneurial education participation, network interaction, experience reflection, practice and application.
