Based on the analysis of the educational reform in Liaoyuan county in the past 20 years, it is found that the local government played a major role in promoting the formation and development of the upward trend of rural education. Under the guidance of the government's development logic of "promoting urban economic prosperity with education reform", the pattern of huge gap between urban and rural education resources has been formed, which makes it difficult for rural students to meet the demand of local education, and induces their parents' dissatisfaction. After 2012, the educational needs of rural parents have gradually changed. Their educational expectations of "learning well" and many behaviors of pursuing high-quality educational resources have objectively reached an agreement with the goal of local governments to promote urbanization, and jointly promoted the continuous upward movement of rural education at the current stage. To break through this structural inertia, we need to take effective measures to shift the development focus of rural education from "promoting equity" to "improving quality", and promote the realization of urban-rural education balance in the dimension of quality.
