良好的办学条件是实现农村义务教育高质量发展的前提。自新中国成立以来,我国农村义务教育学校办学条件政策依次历经从“能上学”“有学上”“办好学”到“上好学”阶段体系的演进。其政策内容变迁在高质量导向、改良导向、均衡导向与标准化导向持续深化与完善。未来农村义务教育学校办学条件政策需要重视合发展性质量观,从融合性视角进行改良,建构“异与同”均衡标准,紧扣内涵式发展需求进行优化布局。

Good conditions for running schools are the prerequisite for the high-quality development of rural compulsory education. Since the founding of the People's Republic of China, the policy of schooling conditions in rural compulsory education schools has evolved from "being able to go to school", "being able to learn", "being able to learn" and "being able to learn" to "being able to learn". Its policy content changes in high quality orientation, improvement orientation, equilibrium orientation and standardization orientation continue to deepen and improve, but there is still a certain space for optimization and improvement.
