乡村数字治理是技术赋能下乡村数字化转型的产物，不仅解构了传统乡村治理结构的单向性，还消解了乡村社会信息传播的局限性，有利于推动城乡融合发展。基于关中H村数字乡村建设的实证考察认为：技术增信的价值共识、技术赋权的主体共建、技术赋能的行动共治和技术互惠的成果共享形塑乡村数字治理的实践逻辑；应以“治理效能”提升为导向，从主体共建、动力激活、资源整合、共生平衡和规则约束等方面探究乡村数字治理的运行机制，以期推进乡村振兴战略落地见效。

Rural digital governance is the product of rural digital transformation under technology empowerment. It not only deconstructs the unidirectivity of the traditional rural governance structure, but also eliminates the limitations of rural social information dissemination, which is conducive to promoting the integration of urban and rural development. Based on the empirical investigation of the digital village construction in H village of the Guanzhong Plain, it is believed that the practical logic of rural digital governance is shaped by the value consensus of technology credit enhancement, the subject co-construction of technology empowerment, action co-governance of technology empowerment and the achievement sharing of technology reciprocity. Guided by the improvement of “governance efficiency”, the operational mechanism of rural digital governance should be explored from the aspects of subject co-construction, power activation, resource integration, symbiotic balance and rule constraints so as to promote the implementation of rural revitalization strategy.
