基于川南林镇的治理创新实践,结合授权赋能理论,从结构赋能、心理赋能与领导赋能三个维度阐述乡村治理有效的实践逻辑与优化策略。研究发现:基层政府通过结构赋能即优化治理模式、重塑治理方式、创新治理理念和打造治理平台,为其实现有效治理提供制度支撑;通过心理赋能,将外在激励与内在激励有机结合,以增强各主体的效能感及其参与治理的内在动机;通过领导赋能,提升多元主体的治理能力,以促进其自主能动性的发挥。应从优化治理结构、强化治理激励、增强治理能力等维度进一步促进基层政府有效治理。

Based on the governance innovation practice of LIN town in south Sichuan, combined with the Empowerment Theory, this paper expounds the practical logic and optimization strategies of effective rural governance from three dimensions: structural empowerment, psychological empowerment and leadership empowerment. The study found that grass-roots governments provide institutional support for their effective governance through structural empowerment, namely, optimizing governance models, reshaping governance methods, innovating governance concepts, and building governance platforms. By psychological empowerment, external and internal incentives are combined organically to enhance the sense of efficacy of each subject and its intrinsic motivation to participate in governance .Through leadership empowerment, the governance capacity of multiple subjects can be enhanced so as to stimulate their independent initiative. Hence, it is proposed that effective governance of the grass-roots governments can be realized from the dimensions of optimizing the governance structure, establishing governance incentives and enhancing governance capabilities.
