Benign rural relations are an important channel for state governance to enter village society. Based on the theoretical perspective of cooperative governance and the analytical framework of “structure-process-result”, it is found that S village of X township in Jilin Province has constructed a rural cooperative governance model in the practice of rural revitalization. In the whole process of planning, construction and operation of the “Folk Museum” project, they have carried out a series of close interactions around interest demands, action rules, and resource allocation and action choice. This governance model breaks the dual structure barrier between villages, realizes the complementarity of system promotion and social mobilization, and then satisfies the interests of rural areas at the same time. The logic of rural cooperative governance lies in that villages reach a cooperative consensus based on specific goals, and improve their collective action ability by means of complementary resources and superior cooperation, so as to realize their respective interests in the interaction of equal consultation. Under the joint action of demand and response, interdependence and sharing, identification and negotiation, the rural cooperative governance mechanism has been generated.
