基于协同治理视角和“协同驱力—协同结构—协同过程”分析框架，发现欧盟在农药包装废弃物治理实践中构建了“政府规制—行业协会主导”的多元共治机制。政府通过赋权增能，将公共服务职能向行业协会转移，行业协会联结多元主体建成农药包装废弃物协同治理体系；在契约机制约束下，参与主体职责边界清晰、紧密协作配合，促成社会及市场间的多方联动；依托资源的整合配置、行为的激励约束以及严格的全过程监管，重塑并优化协同系统。成员国因地制宜破解难题，形成了法国农业废弃物一体化管理、波兰“行业协会+规模农场”数智化运营、德国“农药分销商+规模农场”预收登记等典型模式。借鉴欧盟经验，从创新多元主体协同联动机制、提升小农户协同参与能力、健全协同治理制度、强化治理技术支撑、重塑主体文化认同等方面，探索建立农药包装废弃物治理长效机制。

Based on the perspective of collaborative governance and the analysis framework of “collaborative drive-collaborative structure-collaborative process”, it is found that the EU has constructed a pluralistic co-governance mechanism of “government regulation-industry association leading” in the practice of pesticide packaging waste treatment. By empowering and empowering, the government transferred public service functions to industry associations, and industry associations linked multiple subjects to build a pesticide packaging waste management system; Under the constraint of the contract management system, the responsibility boundaries of the participants are clear, and they cooperate closely to promote the effective linkage between society and the market; Relying on the integration and allocation of resources, the incentive and restraint of behavior and the continuous process supervision, the collaborative system is continuously reshaped and optimized. Member countries have solved the problems according to local conditions, and formed typical models such as integrated management of agricultural wastes in France, intelligent operation of “industry associations + large-scale farms” in Poland, and pre-collection registration of “pesticide distributors + large-scale farms” in Germany. Drawing lessons from the experience of the European Union, this paper explores the establishment of a long-term mechanism for the treatment of pesticide packaging waste from the aspects of innovating the multi-subject collaborative linkage mechanism, improving the collaborative participation ability of small farmers, improving the collaborative governance system, strengthening the technical support for governance, and reshaping the cultural identity of the subjects.
