以湖南省X村为例进行考察表明,强化经营主体与服务主体两大支撑有利于进一步整合农业合作经营。具体而言,X村通过不同合作社的联合,构建新型农业经营组合体“联合社”,在村庄层面建立起更加高效、合理的生产要素配置治理结构,为乡村产业结构的合理布局和新型农业经营秩序的形成奠定了组织基础。在此基础上,以联合社为中心,与县供销社和农村信用社在村级层面整合组建“三社合一”综合服务站,有效解决了为农服务能力跟不上产业发展需求的痼疾,实现了从农业生产经营合作组织向产购销一体化组织的拓展。从逻辑上来看,主要是通过变革经营组织与为农服务组织管理模式重塑农业发展秩序、通过流程再造提升产业发展协同性、通过强化组织功能匹配农业产业发展新需求。

The study of X Village in Hunan Province demonstrates that strengthening both operational and service entities significantly facilitates the integration of agricultural cooperative operations. Specifically, by merging different cooperatives, X Village has established a “United Cooperative”, which unites various local cooperatives and creates a more efficient and rational governance structure for the allocation of production factors at the village level. This lays an organizational foundation for the rational layout of the rural industrial structure and the development of a new agricultural operating order. Moreover, X Village has integrated the United Cooperative with the county supply and marketing cooperative and the rural credit cooperative to form a “Three-in-One” comprehensive service station. This integration effectively resolves the ongoing challenge of inadequate agricultural service capacity, broadening the scope from agricultural production and operation cooperatives to an integrated production-purchase-sales entity. Logically, this is primarily achieved by redefining the agricultural development order through the transformation of the management models of business and agricultural service organizations. It enhances the synergy of industrial development through process reengineering and strengthens organizational functions to meet the evolving needs of agricultural industrial development.
