组织创新是发展壮大新型农村集体经济,引领农民实现共同富裕的关键路径。在赤峰市“三变五合”改革实践中,新型农村集体经济在集体经济股份合作社下设土地、劳务、旅游和置业4个子合作社,实行集体资源资产分类经营管理,在统筹协作、专业分工、灵活变通、衔接政策等方面具有明显优势,激发了新型农村集体经济活力,促进了共同富裕;然而,股份设置不平衡、经营风险管理不足、职能定位模糊、统计数据失真等问题仍然突出,制约着新型农村集体经济健康发展。要推进新型农村集体经济组织创新,应着力简化股权设置、规范经营管理、明确职能定位和做好统计工作,更好地增强新型农村集体经济促进农民共同富裕的能力。

Organization innovation is the key to developing and expanding the new rural collective economy and leading farmers to achieve common prosperity. In the practice of “Three Variations and Five Harmonies” reform in Chifeng, four sub-cooperatives, namely land, labor service, tourism and real estate, were set up under the collective economic stock cooperatives, and collective resources and assets were classified and managed, which showed obvious advantages in overall planning, specialization of labor, flexibility and policy coordination, stimulated the vitality of the new rural collective economy and promoted common prosperity. However, problems such as unbalanced stock setting, inadequate operational risk management, ambiguous functional positioning, inauthentic statistical data are still prominent, which restrict the healthy development of new rural collective economy. To promote new rural collective economic organization innovation, simplification of stock rights setting, standardization of operation and management, clarification of function position and improvement of statistical work should be highlighted, so as to enhance the capability of the new rural collective economy to help farmers achieve common prosperity.
