基于黔北H社区的跟踪调查,结合结构紧张理论构建“文化惯习-身份归属-社会交往-权力结构”分析框架,探究易地搬迁社区治理的困境及纾解路径。研究发现:乡土惯习抵牾、双重身份错位、社会交往分化与权力结构失衡作为社区结构紧张的具体表征,引发了秩序混乱、情感离散、关系陌生化、公共参与乏力等治理困境。基于此,需根据文化接续、主体增能、关系重塑、组织再造的整合性治理路径,辩证性接纳乡土惯习和营造社区包容性文化,充分保障移民就业权利和分类强化其自治意识,依托技术治理与情感治理黏合人际信任,加强正式组织和非正式组织的建设联动,不断推动易地搬迁社区迈向衔接性、内驱性和持续性共融的新发展形态。

Based on a longitudinal survey of Community H in northern Guizhou and employing the structural strain theory, this study constructs an analytical framework of “cultural habitus–identity belonging–social interaction–power structure” to explore the governance dilemmas and potential solutions in relocation and resettlement communities. The study finds that the specific manifestations of structural strain in these communities, such as local habitus conflice, dual identity misalignment, social interaction fragmentation, and power structure imbalance, lead to governance challenges including disorder, emotional detachment, relational alienation, and weak public participation. To address these issues, an integrated governance approach is proposed, encompassing cultural continuity, empowerment of residents, relationship reconstruction, and organizational restructuring. This approach entails dialectically accommodating local habitus while fostering an inclusive community culture, fully safeguarding immigrants’ employment rights, and enhancing their sense of autonomy through targeted measures. Additionally, leveraging both technological and emotional governance can strengthen interpersonal trust, while reinforcing the synergy between formal and informal organizations. Ultimately, these efforts aim to facilitate a more connected, internally driven, and sustainable model of community integration for relocation and resettlement commumities.
