数智技术全球化已经催生高等教育数字治理新形态,需要构建全球治理框架加以推进与监管。目前,全球高等教育数字治理存在结构松散、分而治之、目标失焦与身份区隔问题,呈现出明显的主体、方式、议题与权责碎片化特征。究其缘由,不同数字治理理念较量、传统型治理与生成式变革相悖、数字泛在性与议题开放性耦合、等级化体系与数字化壁垒重叠成为这一困境形成的关键动因。基于此,中国需要构建“主体?方式?工具?结果”四维一体的包容治理体系,通过多元共治、敏捷治理、“软硬”兼施与数字正义手段,助推高等教育数字共享与智能跃迁,促使高等教育全球治理由数字鸿沟走向数字包容,为构建高等教育数字命运共同体提供中国方案。

The globalization of digital and intelligent technologies has given rise to new forms of digital governance in higher education, necessitating the establishment of a global governance framework to advance and regulate it. Currently, global higher education digital governance faces issues such as a loosely structured system, a divide-and-conquer approach, lack of focused objectives, and identity segregation, exhibiting distinct fragmentation in terms of actors, methods, topics, and responsibilities. The key drivers of this dilemma include the clash of different digital governance philosophies, the conflict between traditional governance and generative transformations, the coupling of digital ubiquity and open-ended issues, and the overlap of hierarchical systems and digital barriers. In light of this, China needs to build an inclusive governance system that integrates “actors-methods-tools-outcomes” into a four-dimensional framework. Through multi-stakeholder co-governance, agile governance, a balanced approach of “hard and soft measures”, and digital justice, China can promote digital sharing and intelligent leaps in higher education, facilitating the transition from a digital divide to digital inclusion in global higher education governance. This will provide a Chinese solution for building a digital community with a shared future in higher education.
