“人工智能+”的颠覆式发展，重塑了网络舆论生态格局，对现有网络综合治理体系造成极大冲击。在国家治理与文化传承的语境下，网络综合治理要借鉴中华优秀传统文化，坚持走“两个结合”为指导的中国特色治网之道。遵循《易经》阴阳学说中“两仪生四象”的思维范式，类推得到网络舆论生态的“四象”，形成动态治理路径的“四策”，并构建基于目标与手段的网络综合治理“四境”。从中华优秀传统文化中汲取历史智慧和思想资源，并结合时代特点进行创新性转化和传承发展，有利于推进网络综合治理体系建设和治理能力现代化，抢占网络强国和数字中国未来发展制高点。

The disruptive development of “Artificial Intelligence Plus” has reshaped the landscape of the online public opinion ecosystem, posing profound challenges to the existing system of comprehensive internet governance. Within the dual context of national governance and cultural inheritance, comprehensive internet governance in China should draw upon the wisdom of its fine traditional Chinese culture and adhere to the distinctively Chinese path of internet governance embodied in the “two integrations” (combining Marxism with China’s actual conditions and its fine traditional culture). Guided by the Book of Changes and its yin-yang dialectics, the paradigm of “two instruments generating four images” is extended to conceptualize the “four images” of online public opinion ecology, from which a corresponding set of “four strategies” for dynamic governance can be derived, as well as a framework of “four realms” of governance structured by goals and means. By drawing on the historical wisdom and intellectual resources of China’s fine traditional culture, and by pursuing creative transformation and innovative development in line with contemporary conditions, this approach contributes to the modernization of the internet governance system and governance capacity. Ultimately, it supports China’s endeavor to secure a strategic position in building the country’s cyberspace strength and a digital China.
