将“松散”在场的多元主体凝聚成“共建、共治、共享”治理共同体，是提升乡村社会治理效能、全面推进乡村振兴的重要前提。基于“多中心治理”和“政党整合治理”的理论基础，构建“价值―行动―利益”分析框架，结合全国乡村治理示范村广西Q村的典型案例，阐释了以“核心”凝聚“多元”的乡村治理共同体统合机制。研究发现，基层党组织在乡村治理中发挥了“核心”凝聚作用：首先，它打破了传统科层制边界限制，治理意志与诉求得以“上下贯通”，塑造了共同治理价值；其次，作为联动枢纽，“推拉结合”带动内部群体再组织化与外部力量有效嵌入，促进了治理行动聚合；最后，代表群众利益，“统筹协调”发展资源、做大分好集体经济蛋糕，保障了治理成果共享。这种以政党为中心的“一核多元”治理共同体结构，展现了不同于西方分散化权威和自发秩序的多元共治模式，彰显了中国式现代化道路的独特优势。

Coalescing loosely organized multiple entities into a governance community characterized by “co-construction, co-governance, and co-sharing” is an important prerequisite for improving the effectiveness of rural social governance and comprehensively promoting rural revitalization. Based on the theoretical foundations of “multi-center governance” and “party integrated governance”, an analytical framework of “value-action-interest” was constructed. Combined with the typical case of Q Village in Guangxi, a national rural governance demonstration village, the integration mechanism of the rural governance community that uses the “core” to consolidate the “diversity” was explained. The study found that the grass-roots party organization is the“core” of the rural governance community, and with its political advantages and authority, it has bridged the suspension of the grass-roots government and the rural power vacuum. Grassroots party organizations have broken the boundaries of traditional bureaucratic systems, and the governance will and demands are interconnected, shaping common values. At the same time, as a linkage hub, it promotes the reorganization of internal groups and the effective embedding of external forces through “push pull combination”, promoting action aggregation. It can also represent the interests of the people, coordinate the development of resources, expand and distribute the collective economic cake, and achieve benefit sharing. The party centered “one core and multiple actors” governance community structure is a multi governance model different from the decentralized authority and spontaneous order of the West, highlighting the governance experience of the modernization path with Chinese characteristics.
