农村集体资产有效监管是新时代实现共同富裕、全面推进乡村振兴的重要基础。基于鄂南X镇B村集体资产管理四十余年的历时性发展，结合政府规制理论的演进脉络建构“组织—技术—制度”的合作规制分析框架，探究政社互动助推农村集体资产有效监管的实践路径与机制。研究发现，党政赋能与民主自治合作的组织规制路径，能够强化政府监管的组织支配；数字监督与群众路线合作的技术规制路径，能够调整资产监管中的信息非对称结构；国家法与地方知识合作的制度规制路径，能够助推集体资产交易程序的在地化调适。农村集体资产有效监管的机理在于建构国家监管能力与乡村社会基础间的动态合作规制机制。因此，在农村集体资产监管实践中，应在通过党政统筹与信息技术强化行政监管能力的同时，注重有为政府与有效自治的平衡，充分发挥行政对集体成员自治的激活引领作用。

Effective regulation of rural collective assets serves as a crucial foundation for achieving common prosperity and advancing rural revitalization in the new era. Based on a four-decade longitudinal study of collective asset management in Village B of X Town in southern Hubei, and incorporating the evolution of government regulation theory, this research constructs an analytical framework of collaborative regulation—“organization–technology–institution”—to explore the practical pathways and mechanisms through which government-society interactions facilitate effective regulation of rural collective assets. The findings indicate that the organizational regulation pathway, which combines party-state empowerment with democratic self-governance, strengthens governmental organizational dominance in regulation. The technological regulation pathway, integrating digital oversight with the mass line, adjusts the information asymmetry inherent in asset supervision. The institutional regulation pathway, harmonizing national law with local knowledge, promotes the localized adaptation of collective asset transaction procedures. The underlying mechanism for effective regulation of rural collective assets lies in constructing a dynamic collaborative regulation system that bridges state regulatory capacity and rural social foundations. Therefore, in the practice of regulating rural collective assets, while enhancing administrative regulatory capacity through party-state coordination and information technology, it is essential to balance a capable government with effective autonomy, and to fully leverage the role of administration in activating and guiding the self-governance of collective members.
