基于新内源发展理论,从价值与工具双重维度构建“乡村主体性—经营专业性”分析框架,将乡村CEO与村干部、政府干部、外来资本等主体进行比较分析,发现其在保持乡村主体性的同时具备较强的经营专业性,在推动集体经济发展方面具有显著比较优势。进一步结合杭州市余杭区两村的典型案例研究表明,乡村CEO赋能集体经济发展是一个“自我赋能—团体赋能—组织赋能—社区赋能—区域赋能”的多层次过程。乡村CEO通过提升自身专业能力,带动乡村运营团队推进产业融合,激活集体经济组织的联农带农功能,促进乡村主体性重塑,并最终在更大范围带动其他村庄共同发展,形成“人才强村—强村带弱村—区域共富”格局。

Based on the new endogenous development theory, an analytical framework of “rural subjectivity-operational professionalism” has been constructed from the dual dimensions of value and tools. By comparing rural CEOs with village cadres, government cadres, external capital and other subjects, it is found that rural CEOs maintain rural subjectivity while possessing strong operational professionalism, which helps them gain a significant comparative advantage in promoting collective economic development. Further research, combined with typical cases of two villages in Yuhang District, Hangzhou City, reveals that rural CEOs empower collective economic development through a multi-level process: self-empowerment, group empowerment, organizational empowerment, community empowerment, and regional empowerment. By improving their professional capabilities, rural CEOs stimulate the rural operation team to advance industrial integration, activate the function of collective economic organizations to connect and benefit farmers, promote the reconstruction of rural subjectivity, and ultimately spur the joint development of other villages on a broader scale, forming a pattern of “talent strengthening villages-strong villages assisting weaker villages-regional common prosperity.”
