基于“有计划的组织变革模型”,构建了“组织整合―敏捷回应”分析框架,对诸暨市D镇“政务12345”的解纷实践进行分析。研究发现,随着社会环境的复杂化,基层矛盾纠纷日益呈现出复合性、突发性、易变性的特征。组织整合与敏捷回应共同构成了基层矛盾纠纷高效化解的实现路径。一方面,组织整合是环境变化驱动下的组织适应性变革,包含结构调适、信息共享、资源统筹、过程重塑。另一方面,敏捷回应是组织经过变革后反馈环境的方式,包含坚持以人民为中心、数智融合、差异化回应。这有效解决了解纷组织的碎片化、低效率、韧性弱等问题,提升了解纷机制的系统性与回应性,为其他地区的矛盾纠纷化解提供了经验借鉴。

Based on the “planned organizational change model”, this paper constructs the “organizational integration-agile response” analytical framework and analyzes the dispute resolution practice of the “Government Affairs 12345”platform in D Town, Zhuji City. The study finds that, with the increasing complexity of the social environment, grassroots conflicts and disputes increasingly exhibit characteristics of complexity, suddenness, and variability. Organizational integration and agile response together constitute the implementation path for efficiently resolving grassroots conflicts and disputes. On the one hand, organizational integration is an adaptive organizational change driven by environmental changes, including structural adjustment, information sharing, resource coordination, and process reshaping. On the other hand, agile response is the way an organization feeds back to the environment after undergoing change, including adhering to a people-centered approach, integrating digital intelligence, and differentiated responses. This effectively addresses issues such as fragmentation, low efficiency, and weak resilience within dispute-resolution organizations, enhances the systematization and responsiveness of dispute-resolution mechanisms, and provides a reference for resolving conflicts and disputes in other regions.
