基于共生理论构建“共生单元培育—共生模式创新—共生环境优化”的三维分析框架，通过对四川省JY市“村民说事”的案例考察发现：JY市通过在数字赋能场景下建立线上直播议事与线下兜底服务相结合的技术使用机制，在农旅产业融合中实现文化嵌入与利益联结的双重驱动，在特色产业链条上构建农民、企业与农技专家等多元主体的利益共生共同体，推动了农民协商参与的实践创新。其内在逻辑机制主要体现在：在党建引领下以全过程协商为核心促进共生单元培育，以“说—议—办—评”为链条推动共生模式创新，以政策、技术与文化的协同赋能促进共生环境优化。该模式有效推动了农民从治理“边缘参与者”向“核心共生主体”转型，能够为破解西部乡村协商参与的主体边缘化、参与碎片化和监督虚化难题提供可复制、可推广的理论借鉴与实践方案，为健全乡村协商民主制度体系、推进乡村全面振兴提供重要的学理支撑和制度参考。

Based on the symbiosis theory, this study constructs a three-dimensional analytical framework comprising “the cultivation of symbiotic units, the innovation of symbiotic models, and the optimization of the symbiotic environment”. Through a case study of the “Villagers’ Deliberation” mechanism in JY City, Sichuan Province, the research reveals how JY City has driven practical innovations in farmers’ consultative participation. Specifically, the city has established a technology application mechanism integrating online live-streamed deliberation with offline support services under digital empowerment; achieved dual drivers of cultural embeddedness and interest connection through the integration of agriculture and rural tourism; and built a community of shared interests along the characteristic industrial chain involving farmers, enterprises, and agricultural experts. The underlying logic of this model operates through three dimensions: cultivating symbiotic units via whole-process consultation under Party building leadership; promoting symbiotic model innovation through an integrated chain of “discussion–deliberation–implementation–evaluation”; and optimizing the symbiotic environment through the coordinated empowerment of policy, technology, and culture. This model has effectively facilitated the transformation of farmers from “marginal participants” to “core symbiotic actors” in rural governance. It offers a replicable and scalable theoretical and practical approach to addressing challenges such as the marginalization of participants, fragmented participation, and ineffective supervision in western rural areas. Furthermore, it provides significant theoretical support and institutional references for improving the rural consultative democracy system and advancing comprehensive rural revitalization.
