基于“嵌入式治理”理论视角，构建“制度嵌入—结构嵌入—服务嵌入—过程嵌入”分析框架，以浙江省Z区Z街道履行职责事项清单实践为典型案例，剖析清单减负的内在机理。研究发现，制度嵌入促进治理权责清晰化，从源头上消解因职责模糊衍生的治理负荷；结构嵌入促进治理协作高效化，以有序的集体行动减少部门间推诿扯皮等行政内耗；服务嵌入促进治理服务精准化，避免服务错配造成的资源浪费与无效劳动；过程嵌入促进治理考核常态化，以清单为标尺削减考核泛化带来的迎检负担。据此建议：构建清单动态调整与法治化保障机制，强化清单执行的跨部门协同与数字赋能，推动清单事项与服务需求精准对接，健全清单导向的常态化考核体系，进而系统提升清单减负的治理效能。

Based on the perspective of “embedded governance”, this study constructs an analytical framework comprising “institutional embedding-structural embedding-service embedding-process embedding”. Taking the practice of the responsibility list of Z Street in Z District, Zhejiang Province as a typical case, it examines the internal mechanism of list-based burden reduction at the grassroots level. The research finds that: institutional embedding promotes clarity in governance powers and responsibilities, alleviating governance burdens arising from ambiguous responsibilities from the source; structural embedding promotes efficiency in governance collaboration, reducing administrative internal friction such as inter-departmental shirking through orderly collective action; service embedding promotes accuracy in governance services, avoiding resource waste and ineffective labor caused by service mismatches; process embedding promotes normalization of governance assessment, using the checklist as a benchmark to reduce the inspection burdens brought by generalized evaluations. It is recommended to build a dynamic adjustment and legal guarantee mechanism for the checklist, strengthen cross-departmental collaboration and digital empowerment in checklist implementation, promote the precise alignment of checklist items with service needs, and improve the checklist-oriented normative assessment system, thereby systematically enhancing the governance effectiveness of checklist-based burden reduction.
