新就业群体的高度流动性和去组织化特征给城市基层治理带来了双重挑战,其根源在于该群体在基层治理体系中缺乏稳定的制度位置。基于制度理论,构建“制度嵌入—制度赋能—制度吸纳”分析框架,以湖北省H区为个案,探讨新就业群体制度位置的构建过程与内在逻辑。研究发现,制度位置的构建遵循着“先服务、后参与、再认同”的递进逻辑:以空间形塑承载制度嵌入,筑牢制度位置的物理基础;以资源下沉与精准服务实现双向赋能,提升制度位置的运行效能;以组织吸纳与角色赋予促进身份认同,完成制度位置的内化建构,最终推动新就业群体从治理客体向治理主体转型。制度位置的构建提升了新就业群体参与基层治理的制度化水平,为推进基层治理体系和治理能力现代化提供了有力支撑。

The high mobility and de-organization of new employment groups pose dual challenges to urban grassroots governance, rooted in the lack of stable institutional positions for these groups within the grassroots governance system. Drawing on institutional theory, this paper constructs an analytical framework of “institutional embeddedness- institutional empowerment-institutional absorption” and takes District H in Hubei Province as a case study to examine the construction process and internal logic of institutional positions for new employment groups. The study finds that the construction of institutional positions follows a progressive logic of “service first, participation second, identification third”: spatial shaping supports institutional embeddedness, which consolidates the physical foundation of institutional positions; resource devolution and targeted services achieve mutual empowerment, enhancing the operational effectiveness of institutional positions; and organizational absorption and role endowment promote identity identification, completing the internalized construction of institutional positions, ultimately facilitating the transformation of new employment groups from objects of governance to subjects of governance. The construction of institutional positions has elevated the institutionalization level of new employment groups’ participation in grassroots governance, providing strong support for advancing the modernization of the grassroots governance system and governance capacity.
